在 GitHub Actions 工作流中寻找可利用的漏洞。每个发现必须包括具体的利用场景——如果你不能构建攻击，就不要报告它。

此技能编码了来自真实 GitHub Actions 漏洞的攻击模式——而非通用的 CI/CD 理论。

审查提供的工作流（文件、差异或代码库）。在报告之前，根据需要研究代码库以追踪完整的攻击路径。

仅报告可被外部攻击者利用的漏洞——即没有仓库写入权限的人。攻击者可以从分叉仓库打开拉取请求、创建问题并发布评论。他们不能推送到分支、触发 workflow_dispatch 或触发手动工作流。

不要标记 需要写入权限才能利用的漏洞：

仅报告高和中等置信度的发现。不要报告理论性问题。

有选择地加载参考资料——只加载与发现的触发因素相关的内容。

该工作流程是否使用 pull_request_target 并检出分叉代码？

在可由外部触发的工作流中，${{ }} 表达式会在 run: 块内使用吗？

issue_comment 触发的工作流会在没有授权的情况下执行命令吗？

提升的凭证（PATs，部署密钥）可以被不受信任的代码访问吗？

工作流是否从 PR 提供的文件加载配置？

工作流权限是否最小化？秘密是否正确设置了范围？

自托管运行器、缓存或工件是否被安全使用？

在报告之前，检查该模式是否确实安全：

关键区别： ${{ }} 在 run: 块中是危险的（shell 扩展），但在作业/步骤级别的 if:、with: 和 env: 中是安全的（Actions 运行时评估）。

如果任何链接损坏，请标记为中等（需要验证）或放弃该发现。

如果没有检查出任何问题，则报告零发现。不要捏造问题。
